Brooks gets what Carter does not get

David Brooks often disappoints, but here he's in good form, explaining why resistance to the president is, more than anything else, the residue of a longstanding conflict between Hamiltonian and Jeffersonian views of government. Jonah Goldberg could have made the same point, but Goldberg is frustrated, and rightly so. Jimmy Carter has that effect on people.
